ARUP has participated
in several projects.
Few of them have been listed below.
Accident
Reporting Centre (ARC) at Lahore
The
need for an Accident Reporting Centre (ARC) and a Driver Training
Institute (DTI) was highlighted during the course of interaction
with the Traffic Department of the Punjab Police, Lahore and their
Dutch consultant. The absence of both establishments (ARC &
DTI) was repeatedly raised during the few workshops and seminars
held in mid 1999 under the Lahore Urban Transport Programme. The
project concerning the establishment of a Driver Training Institute
is being progressed with the Government of Sindh at Karachi and
we are covering the establishment of an ARC at Lahore.
ARUP
has been in discussion with the Traffic Department of the Punjab
Police, Lahore and have offered them a proposal to participate
with the establishment of an Accident Reporting Centre, as a pilot
project, where comprehensive details of accidents within the Lahore
city limits would be recorded. The jurisdiction of the ARC would
gradually be widened to cover the whole of the Punjab and eventually
throughout the country. With the data compiled over a period of
time, the policy makers and planners would be in a much better
position to take road management and engineering decisions based
on the analysis of accurate statistics.
The
data in the Accident Reporting Centres would be recorded and
processed through a comprehensive computer programme which would
eventually be linked with other ARCs as and when they are established.
The
need for ensuring uniformity in adopting a common software platform
cannot be overemphasized. It is
unfortunate, that the four provinces seldom work under a standardized
regime especially related to compiling their records. It is
envisaged that with ARUP providing the common bond between the
traffic police in all the four provinces, this impediment would
be removed to a great extent.
The
DIG Traffic, Punjab Police, Lahore and his team, have expressed
their complete support to this proposal. They are extremely
enthusiastic towards this project and welcome the private participation
in assisting them in this matter. The ARC would be located in
a separate room at the premises of the DIG Traffic Police but
manned and run by representatives of ARUP. With an Internet
connection the data can easily be relayed to other locations
as and when required. Due to the dearth of suitable accommodation
with the Punjab Police it would be necessary for ARUP to build
a two-room accommodation on a plot of land adjacent to the office
of the DIG, Traffic.
The
initial one time cost of establishing this computerized office
is over Rs.1 million while the annual running expenses is estimated

ARUP’s
Commercial Driver Training Institute at Karachi
As
part of ARUP’s efforts towards the improvement of road safety
all over Pakistan, it organized a series of seminars in various
cities. During these seminars local and foreign experts identified
the need to improve the driving skills of commercial drivers,
as according to available statistics the majority of accidents
involved a commercial vehicle. Recommendations were therefore,
made at these seminars, which were forwarded to the Federal
Ministry of Communications and other concerned road agencies
in the federal and provincial capitals. The Government of Pakistan
has already taken necessary action on some of these recommendations.
ARUP
has reached the conclusion that training of fresh commercial
drivers and refresher courses for existing commercial drivers
is of the utmost importance and is urgently required for reducing
the accident rates throughout the country. The association firmly
believes that the specialized training has to be imparted by
the private sector. In this context it has been in consultation
with the Government of Sindh.
