A Backdrop to the TSDI Program

The Transport Sector Development Initiative (TSDI) is a joint effort between the citizens and the Government of Pakistan to collectively develop a comprehensive transportation policy covering all modes of transport - road, rail, sea and air. With the ever increasing demand of multimodal mobility for both passengers and freight the need for a common policy encompassing the four modes has become all the more important. It is essential to realize that each mode of transport is important covering its own sector while collectively they complement each other.

In order to achieve the high level of efficiency demanded by its users, it is therefore, extremely important to ensure that in addition to developing each sector separately, common policy goals are not ignored. One of the main aims of a comprehensive transport policy is to ensure that the infrastructure development and management controls put in place adequately address the interface between each mode of transport. The various terminals (handling both passengers and freight at road terminals, railway stations, sea ports or airports) must be adequately geared to handle the volumes of traffic where the switching over from one mode to another is accomplished in an efficient and cost effective manner. These "terminals" or interfaces must have the capacity to meet the growing demands in the future.

Keeping the foregoing issues in view The World Bank, acting as a modulator, got the Government of Pakistan and the private sector together in a series of workshops and seminars, commencing from mid 1999, to collectively take the initiative in developing such a comprehensive policy for the country. Much thought and effort has already gone into this process as almost 200 leading figures in the field of transport covering both the public and the private sectors have been involved in joint deliberations. During these discussions a number of important issues have been identified. A Draft Policy Document has been forwarded to the Government of Pakistan for their consideration. This process has not yet ended therefore, the aim of this website is to give the background of this program and at the same time provide an opportunity to the citizens of Pakistan to express themselves on this important issue that touches their social and commercial lives.
